Avian Flu Response

We don't need a military plan to deal with a possible avian flu outbreak. We need a functional public health system. But before we can have that, we need public consensus that there is a reason for the federal government -- that government of, by and for the people is not something stupid that should be drowned in a bathtub, as Grover Norquist dreams -- but something that we could, theoretically, be proud of, build up, use for lending mutual support to our fellow citizens, and rely on in times of need.
